yes, it's probably a bladder stone made up of urates. The problem as I can see it is that this tortoise is dehydrated or not being hydrated enough. When this occurs, the urates in the urine start to crystallize and then build up upon itself over time to form a ball, or stone. The stone will get bigger and bigger...some may get too big to pass. How are you keeping this tortoise...in other words, it's husbandry, feeding, soaking, etc. Give us some background so we can help you further. I'd definitely say an x-ray would be in order at this point to see if the tortoise has more bladder stones and if so, how many and what sizes.
