Russian Tortoise problems

I have recently bought a russian toroise and he was doing fine until I moved.
The moved cuased him to be very inactive and he accumulates mucus over his eyes overnight.
He was in wood chips but I changed his substrate to pea gravel, sand and soil.
If anybody has any suggestions on how to help the poor guy, it would be greatly appreciated.
