are you sure it's not a desert tort there are differnt species, Gopherus berlandieri is the smallest but can reach 215 mm.
Gopherus agassizii the largest up to 380 mm, and
Gopherus polyphemus around 250mm or even a bit larger.
All three of these species have shells ranging in color from light-dark brown - black.

Not sure what you mean by two bumps on it's chin.
Do you mean on the skin or are you talking gular scutes?!!

I think others provided the same links I have for tortoise pics, so have a look again and see if anything resembles your tort.
A good vet should know what species it is.
If you live in a warm climate I would house it outdoors in a very large enclosure.
But check with fish and game, desert torts ( if it is one) require a permit.
