I would definately keep a dog, especially a jumpy/nervous dog separate. It will be unpredictable and can be dangerous.

The tort will pull into its shell, most likely.
I've never had problems with cats as most torts move too slowly to be of interest. If it is a really small tort, I'd secure the pen so a cat cannot pick it up and carry it off. (Also to protect against racoons, crows, oppossums, etc)
