I doubt very much that Petsmart/Petco or similar stores sell captive bred Russians.
If you want captive bred you're going to pay more, $150 - $200 or so.
And most available Captive bred are hatchlings.

You could buy wild caught or long term captive from an online dealer, go to Google.com and do a search for Russian Tortoise (should bring up lots of dealers). Or try Kingsnakes classified page.
I think LLL Reptiles has them also.
But you need to find a reputable dealer, maybe somebody knows of one?

If you buy from a pet store you'll at least get to see the tortoise and check it out before buying.
As far as wild caught versus captive bred goes. You'll pay more for captive bred, and it will most likely be a hatchling or young juvenile.
Wild caught will be cheaper, but with the vet visit/deworming it will round out about the same.

You must follow your own heart on which to get. If I decided to keep Russian torts again, I'd probably go for a healthy wild caught pair, as captive bred adults are almost impossible to find right now.
In a few years they will be available, but right now it's very difficult if not impossible to find captive bred adults.

You could adopt, but most adoption orgs require a photo of your enclosure etc......
