Any tortoise that tolerates cooler temps (like Russians) would have a problem with the dampness.
Box turtles seem to enjoy cooler temps and require high humidity. My box turtles are most active at about 5:30 or six am when it is damp, dewy and in 60's temperature wise. Once it heats up over 80 they burrow. You may even be able to let them hibernate outside in an area protected from heavy rain.
