Hibiscus is one of the best shrubs/plants/trees I can think of to plant in a tortoise pen. Also a Mulberry tree. You can then feed the flowers of the the hibiscus and the leaves of both.
You can plant some grazing mix, nasturtiums, pansies, violas, opuntia cactus, dandelion, green leafy vegetables, petunias, geraniums, etc.

One thing though, with 4 sulcata in there - they will probably decimate anything you plant, so anything must be pesticide free. You can get a Hibiscus tree that is already a good size so they can't demolish it. If you get a small one like a gallon sized one, I am sure they will chomp that down in one day! My sub-adult sulcata found a six pack of viola I had carelessly left out and ate it down to the packing in just a few minutes!
