I would give him a soak,
soak for around 10-20 minutes in lukewarm water the water should only reach just below his chin.
If he doesn't poop in 20 minutes take him out and try again tomorrow.

If he doesn't go in the next few days even with the soakings take him to a vet.
He needs to see a vet anyway to be checked out and also checked for internal parasites.

I would vary his diet a bit to, the care of leopard torts is very similar to sulcatas so most sulcata care sheets can be applied to leopards.

Add a larger variety of leafy greens, Romaine, endive, escarole, chicory, mustard, red and green leaf lettuce, watercress ( large leaved).
Add in the ground up timothy hay and clipped grasses, try feeding hibiscus flowers and leaves, mulberry leaves and opuntia ( prickly pear cactus) with the spines removed.

If he can't be outside grazing in the winter he should at least go out in the summer, fiber is very important in the diet. Grazing on grasses and other edible non toxic plants and weeds is the best diet.

Collards should be fed in moderation , so make sure you feed a much more varied diet.
