Terry is absolutely correct in that they are protected. You won't find a breeder because they can't be bought or sold and technically one is not supposed to breed any in captivity. You can only adopt them.
Your geographic location is very important.
They are very sensitive to environment and most adoptive organizations won't adopt if you are not in the state of origin. (For example American Tortoise Rescue will not adopt a CA Desert Tort in CA to someone in Nebraska. A tortoise is Arizona stays in Arizona, one in Florida stays in Florida, etc.)
If you are out of their natural range, you might find the occasional gopher tortoise that someone has removed from the state of origin, but it would still have to be adopted.
They are very cool, by the way, very friendly and outgoing.
