I usually tell people that they are not really "holding pets" and it not healthy for a lot of people to pet them.
Occasionally, I will hold the tortoise up so the person can see it, and I allow them to touch the shell or feet - but only after I tell them they must wash their hands immediately afterwards.
Usually, after I remind them of hand washing, most people don't want to touch it anymore since they are outside and out of range of soap and water.
I put an old towel inside my carrier with my torts. Seems to give a little more traction and a little covering if they want it.
