I would try mixing in some romaine lettuce with the iceburg to see if the tortoise eat it. Then slowly add more nutritious foods and phase out the iceburg letuce altogether. I would try everything esp. dandelion leaves and flowers. But don't feed your pet any cabbage, and its best not to feed him tomatoes.
