I believe that some dealers/breeders care more for the health of the hatchlings, than growing them fast in order to get them on the market as soon as they pass 4".
Just as many people are willing to wait and pay extra for a captive bred tortoise.As it means that they will more than Likely receive a much healthier specimen.
Personaly I would rather pay more for a tortoise that grew at the correct rate, than one that was grown fast in order to sell it quicker and cheaper.
It takes many years for some serious health problems to rear their ugly heads.
The 4" law may be a concern to dealers,but the long term health of the animals they produce should also be.

: Tortoise breeders in the USA have a major problem to confront. It is illegal to sell or distribute their captive-bred offspring until they are 4-inches. In order to distribute captive-bred tortoises to the hobbyist at a cost that can compete with wild caught tortoises they must grow fast. We either do this or forget about captive breeding and just continue taking from the wild!
