I agree with the quarantine procedures. Don't skip
it.
Since you're increasing the population of the enclosure
that might be a good time to get a new one. At least
when you introduce the new torts, rearrange items in
the enclosure so it's NEW to EVERYBODY. This is
an old aquarium trick to reduce fighting and territorial
problems. You will at the least probably have to
add hides places anyways so it'll be a good time
to make it new to all.
