I would remove the cause, those lower branches. Tortoises that flip on their backs is a serious problem if not found in time and can cause death, I beleive from the pressure of their internal organs on their lungs. If this has happened 3 times already, I would DEFINATLY go through the enclosure and remove any such hazards.
