I live near Syracuse (and work in Rochester!). I have a Leopard Tortoise that spends warm summer days outdoors and the winter indoors with a large dog crate for an enclosure (but I let her run around a lot too). There was a great article in last month's Reptiles magazine about Leopard Tortoises and they come from a vast array of geographical/climatic regions. A friend of mine (from here) who breeds them keeps his outdoors the second the temperature is over 50F. Leopards are reasonably hardy (especially now that captive bred or well-established is all you'll get), as well as easy to feed. My Buttercup has a largish outdoor pen right on our pesticide-free lawn with all kinds of grasses and weeds to eat.
Russians are also a good choice, but because of their active nature and burrowing tendencies, a bit of a pain to set up outdoors and maintain indoors. I've heard Chinese Box Turtles are good, and they stay small, but they are somewhat hard to come by captive bred and have all kinds of problems if they are not.
