Got this info from one of the tortoise lists, it was posted by Brad who keeps a large herd of huge healthy sulcatas in California.
Brad gave me permission to post it here.
A change in the regulation is already in the works. They
are going to simply require a health certificate for all interstate
movements of the three species in question.(already in country specimens
and CB specimens) This new rule should be finished being processed within a
couple of weeks. As for the imports, there is still a bit of time as you said,
for everyone to write in and tell them what they think of the importing of
wild animals. If you are against these imports, now is the time to speak
your piece!!
By the way; this new ammendment will be an interim rule with a comment
period also, and made into permanent law a while later.
