shallow water can be more dangerous to a box turtle than deep water. The best situation is water a few inches deeper than their shell with a nice ramp leading out of it so they can easily walk out. They love to sit submerged completely and soak, and even swim around looking like funny fishing bobbers. Too shallow and they can get stuck upside down in it (even though boxies are the best at righting themselves with those nicely domed shells). During the dry parts of the summer I find lots of my boxies taking soaks hours long in the water area (big cement mixing tub). I know then it's time to start with the daily or twice daily watering of the pen to boost the humidity.
Boxies are just a stitch behind N.A. woods in their love of water, IMO. I also find them in the wild and have never seen them far from a sizeable body of water. They may not have the diving and graceful swimming ability of aquatics, but they certainly want to try (like my big male german sheperd who doggie paddles like a girl poodle).
