while i have limited expeirence with russian torts, here are my suggestions:
go back to feeding it lettuce (not iceburg)because this is what he's used to. canned foods can be alien looking to a tort thats never seen them before.
slowley add other greens ( see any care sheet for a list)and then mix in the canned food. this will take some time, but has worked for me in the past. I feed Mazuri to my guys, in addition to greens. If you are buying canned food, I would only reccommend Zoo Med products, but be sure to offer greens as well. I have seen it posted here that russians can be hard to get started to feed, but this was not my expeirence with the ones I've kept short term.
Reveiw your care sheets and husbandry..that could also be a factor.
make sure he has acsess to water
If he continues to be lethargic, a trip to the vet woulds be reccomended.
