I posted to a couple of the Tortoise lists to see if anyone had seen these turtles/tortoises in their local Petco.
In the Austin Petco there are a bunch of them, apparently they're a species of Rhinoclemmys ( South American Wood Turtle.
Trust Petco to mess up again!!
