:Okay, first off - How long have you had him? If he has good weight and strong limbs he should be able to go without food for quite some time. Next question; How warm is the habitat you keep him in? If its too cool he might want to go into hibernation, if its far too hot he could be trying to escape the heat. Finally he may be dehydrated- no matter what people tell you tortoises need to have access to water. Give him a warm water bath and let him soak in it for 10 to 20 minutes. He probably wont like it and it will make him have a bowl movement but it will do him good.
You might also want to giving him a mixed salad you can buy them at most stores and contain some interesting greens.
