yes, the sound is normal. when they pull their heads in the air whooshes out of their lungs. when their head is out and they are just crawling around you shouldn't hear any wheezing though. i use a mixture of dirt/peatmoss/bark in my enclosure. i know some people don't like the bark, but it seems to work fine for mine. their is no water in their cage and we live in a very dry area though so it stays very dry. some people use plain newspaper, it's easy to clean up. i use it when i run out of bark. don't get anything with pearlite in it though. niki uses something different too, maybe you can ask her i can't remember what it is. i also give mine some timothy hay to burrow in, but your mom might not like that smell much either. both my russions are active, but don't like to be held much. my leopard is much more receptive to being held and carressed. he loves his neck rubbed. i think the personallity of each turtle is so different! good luck and I hope you don't have to take him back!
