If you shop around at some of the local turtle and tortoise societies you might be able to pull it off. You can house a single spotted turtle or a mud or musk turtle in a 40 gal aquarium easily. The spotted would be the most expensive but is the more prettier. You are limited on the smaller tortoises because of cost but Russians can fit your budget and can easily be housed in a 2 X 4 foot enclosure. An outdoor is the best way to go but is by no means the only way to go. Russians will do just fine indoors if you pay attention to lighting and diet.
