The smaller the adult size, usually the more expensive the animal it seems. For aquatics, i don't think you can adequately provide for it's needs for under 200 dollars, unless you happen to have a large tank or outdoor garden pond already handy. Depending on where they live, an outdoor enclosure can be that cheap, for land turtles/torts, and a species suitable for their climate would have the best health living outdoors year round this way.
Indoor keeping is not as successful for most tortoises and all the north american box turtles. If they can't spend at least the majority of the year outdoors, then their health will suffer and they will still need to be provided with expensive lighting systems (defeating the cost limit).
If they are in most of the US, a russian tortoise in a 10'X10' outdoor pen that it lived in year round could be built. Russians sell for anywhere from 50-150 dollars, and the pen wouldn't cost more than a 100.
