I wouldn't put them in the same enclosure because parasites and disease can be spread through feces and exposure to surfaces used by another turtle/tortoise. I'd make separate enclosures.

I believe all pine products are toxic to turtles and tortoises.
Why can't you plant some ornamental grasses and plants - like a little garden? You can make a very attractive outdoor enclosure for your tortoises. For example, nasturtium, pansies, violas, many vegetables, hibiscus and so on are pretty flowers and edible for your turtles.
An attractive garden area seems like it would look nicer than an area covered in chips of some sort.
Why the plastic? This seems very dangerous as box turtles like to dig and they could crawl under this and get trapped.
