here is a link to Jimmy Draybars box turtle page.
Take a look at both his indoor and outdoor habitats.
The outdoor one is the type of enclosure I would recommend for your sulcata.
But adapted for a sulcata ,WITHOUT the water areas, and with more grass for grazing on.
The indoor enclosures will also give you an idea on how you could house your tortoise indoors.
Once again you would need to adapt the enclosure so it is suitable for a tortoise, not turtles.
But the pictures should give you some ideas.
I recommend that you only put the sulcata out when you are around to check on it ( until it's much bigger) and always bring it in at night/late afternoon.
