I also think the concern was for wild caught tortoises, not captive bred ones.
The tick is large enough that you can clearly see it, from what I understand. The danger is to hooved livestock.
I think the state of most concern right now is Florida, as some property there has had ticks on it. I am unaware if they have been found in any state.
