is there such thing as a bulb that doesnt emit heat for ...

i need a bulb that fits a basking lamp that does Not emit heat only UVA/UVB fluerescent lighting. its 100 degrees in my house my tortoise is going to cook if i add more heat. my fluerescent 24"light fixture just broke and i really dont want to spend another 40 dollars on a new one when i have a spot light already in place(it has a heat bulb in it now) so is there such a thing as this kind of bulb? i cant find one anywhere and if they dont exist can some one please explain why not?
