In a small Dog Loo I wouldn't recommend both a heat lamp and a pig blanket ( heating pad).
Too much under belly and overhead heat at the same time.
Plus the Dog Loo is small and the tortoise needs to be able to move away ( off) the heat if it wants.With both a lamp and a pad it could easily overheat such a small enclosed area.
I use a shed for my sulcatas overnight shelter. A 10'-8' shed bought cheaply second hand.
I hang a Pearlco from the ceiling no heat pads. But should it get cold enough to require a heat pad there is plenty of room in the shed for the tortoises to move off the pads and away from the heat.
I recommend using thermometers in the Dog Loo or shed, to monitor temps.
