An indoor setup for a russian needs to be no smaller than a 20 gal. long tank, but I would strongly reccomend something larger. An under the tank heater, a basking lamp, a uvb light source, the reptisun 5.0 is good, A loose, fairly dry(not high humidity) substrate (I use carefresh) a nice hiding spot and a food dish. This will give your tort a nice, if somewhat simplistic setup. I would only suggest the 20 gal long tank if you also have another outside enclosure which the tortoise can spend most of the time in.
