Are you talking about the Homopus signatus - Speckled padloper tortoise (South African tortoise)? If so, yes they stay small but do not do well in captivity even housed in optimal conditions outdoors and are hard to get. I'm not even sure legal at this point as I'm not very knowledgeable on the South African species. Use the following link for more info on the Homopus species but I've never seen them sold or even know if/where they might be bred or if they are legal or if you need permits..maybe someone else knows. Why do you want this tortoise?
