I saw that picture too.
It's not normal at all, the shell should be perfectly smooth, no bumps/peaks, raised scutes.
What makes that sulcata unusual is that it's a mature sulcata with very pointed scutes. Even in pyramided sulcata I've never seen scutes that come to such sharp points.
Sometimes a sulcata that had pyramiding as a juvenile with smooth out as it grows. Depending on how bad the pyramiding was and if the diet and conditions it's kept in are corrected.
Some will smooth out over time and have almost completely smooth scutes.
If the pyramiding was very severe though, it might never improve or become noticably smoother.
That tortoise has very strange scutes, I've never personaly seen one quite as pointed as that. Shame because it's very nice looking otherwise.
