Do tortoises shed around their head and neck?

My tortise has shed tiny bits of skin on his head before, but he has recently developed a patch of dry skin on his shoulders and a tiny spot on his neck. Is this an indication of dehydration? He gets soaked frequently and eats well. Could it be because he is housed indoors? He's been inside because he is just a hatchling, but in a month or so I will be setting up an outdoor enclosure for him. Or is this simply him shedding his skin and me worrying over nothing?
