I had 2 sulcata tortoises from a friend that had the exact same problem. This worked for one of them. The other I had to take to the vet.

Get a long fine tip siringe.
give him a enima approx 5 ml of warmed mineral oil. repeat process as necesary.
Repeat process. give a nice long soak in warm water. If water cools, then change for warm again.
Repeat process each day as needed.

Good Luck!
If the blockage is too large, you may have no choice but to see a vet.
