I'm not a vet, but it could just be that your tortoise isn't that hungry. My tortoise goes through periods where he'll feed two or three times a day, and then go for a few weeks eating only spopradically. I woln't worry too much if the vet can not find any problems with him, but keep a close eye on the situation. If you want him to eat more, try varying his diet a little. I find my russian likes vegetables more than fruits, especially leafy greens, cabbages and carrots. Try new fruits and veggies you haven't offered before, and see what happens.
