The squeak could be indicative of a respiratory problem, I'd recommend a reptile/exotics vet visit just to be sure. The white stuff that's coming out...is it like the consistency of toothpaste? Is it coming out with the urine or the feces? It's probably urates, which are a normal byproduct of tortoise urine. If it is the consistency of toothpaste or fine powder (wet) it's fine. If it is gritty or pebbly, the tortoise is not being hydrated enough and should be rehydrated with frequent soakings and then on a 3day per week soaking plan for the first year...more often is even fine too...
