Personally, I'd order one from NERD, they have a link to this site, I think their animals are really good, and they are close enough to jersey to get one overnight. If you get one from a pet store, find out where they got it, a lot are illegaly imported. I can't help you with a vet, but if you purchase a healthy animal, it is easy to keep them that way, the russians are very hardy.
