I recently had the vet trim the beak on an older Russian tortoise I've had for about 6 years. I was told that for overgrown beaks, you should only trim back a little at a time, sort of like trimming toe nails on dogs that have gotten too long. If you trim all the way back to where it's supposed to be, you risk doing some damage. But again, this is only in the case of badly overgrown beaks.
The vet actually used a dremel tool. He trimmed the sides first then trimmed the very front of the beak.
I really think it would be best to have a vet show you how to properly trim an overgrown beak.
I've got something like 11 tortoises, but have never trimmed a beak myself (mostly because it doesn't happen very often - my old Russian is the only one whose beak has grown enough for me to have the vet trim it.)
