Hi, you can use aspen if your tortoise does NOT
attempt to eat any of it and there's no chance
of his food mixing up in with it and him eating
some accidentally.
Other substrates you could consider:

carefresh (safe enough, just looks funny)

rabbit pellets or gerbil pellets (the food
that's not mixed with any other seeds or anything)

newspaper - good old reliable

Never use any pine or cedar bedding.
I strongly suggest not using sand or crushed walnut shells.

Personally I use rabbit pellets and on top of
that in most areas Kenaf Plant Lizard Litter.
I have piles of timothy hay for him to hide in
(much much bigger than the pics show now even!)
and you can sprinkle they hay around anywhere.

Avoid plastic carpeting (loose edges are a hazard),
but someone here uses Berber carpet pieces with
great success.
