can anyone help?

My poor turtle got a fungul infection and it wont go away my vet tried antibiotics, I've tried fungus cure and betadine, drying him, and it wont stop. Now al he does is lay still and breathe.
He use to be very active, not now, and it makes me very worried
do you think he might be on his way out, I hate to say that.
