What exactly is a "clean" fish?

Hello. I have a African side-necked mud turtle and I feed him gold fish, dusted crix, pellets, and earth worms. I have been told that I need to feed him cleaner fish. Well what is a cleaner fish and why has he had no problems thus far. Also, why are they one of the most popular feeder fish sold if they are so bad for my pet? Any suggestions would be great. Thanks
