Shipping Turtles : Best Method - Legal, Cheap, Safest?

Hi All,

I want to know what the best method is to ship turtles, box turtles and water turtles.
How do you pack them etc. Any details would be appreciated and I want it to be legal. Most i have received are through Airborne.
