By coincidence I switched to a smaller light earlier this winter and during the winter when my house temps are generally lower the snake seems to have become much less active up until recently (today) when he seems to be back in his old ways of appearing very partially out of the sand for a while at a time and I also caught him drinking out of his little water bowl earlier for a few minutes.
