I would say that if in the time you have had your Rosy she hasn't shed then that is likely what is happening. When my biggest female gets ready to shed she does get cloudy eyed, but not as "Blue" as other snake varieties. Like other snakes, the eyes will get cloudy and then clear up several days before the shed. Some snakes take a little longer to go through the shed process, and because it is a vulnerable time for them (i.e., impared vision) they can be a bit "off" their normal behavior, as well as their food. Be ready, once she does shed she'll likely be hungry, especially if they haven't eaten for a couple of weeks or so because of the shed.
