Cage cleaners???

what do you guys use to safely clean a cage that has been used for a fish tank. I found a 15 gallon tank in the dumpster and it seems to have been a fish tank. There is a bunch of gunk on the bottom sides of the cage. How should i clean this cage if i plan on housing a rhac in it? what cleaning solutions should i buy?>
