Birch is much nicer to work, but more $$$.

I like a marine varnish in place of the urethane. Urethane gets so hard that it will more easily flake off if the wood is flexed, where a varnish is more pliable.

Latex semi-gloss also works well, but is more porous and in a wet habitat will allow the ply to raise up and become checked and rough, but in relativly dry situations is just ducky. Plus you have lotz of colors to pick from, and it can be re-painted.
