shell turning white

I have two young RES. I've had them about 1 1/2 years. In the past 6 months, the shell on one of them is slowly turning a yellow/ white color. It started between the scutes, and the eventually took over the whole scute with each shed. The shell is not soft, but is this something that will progressively get worse, and harm my turtle? My turtles are kept under a UVB light and an incadescent, they also have a spot basking light, which they bask under all the time? Thanks for any responses.
