I think it's a bad idea, they'll destroy natural set ups (in my experience), as they grow they'll have no problem taking on your snake, and they may end up competing for basking spots... plus, turtles need very good full-spectrum lighting, unlike your snake.
Really, I've had garters and turtles for over a decade now and I would not mix them! It's just asking for trouble
