I dont keep Taiwans, but I know bad sheds.
Your humidity is too low.
Try one or both of these things:
1. Provide a tupperware container with wet substrate that the snake can crawl into when it wants to.
2. Put the snake inside a closed container to soak for about 15 minutes at a time.
After a bad shed, its usually easy to wet the unshed dry skin and manually rub it off. Careful, tho. They don't particularly like this. If it comes to that, I usually push in small strokes backward from the head until I get the old skin all the way off.
