I know a local dealer who sells normal black rat snakes for $25 CDN. But they are a species native to Ontario which has threatened status and as a result is protected. You should contact the Ministry of Natural Resources and ask about a permit. I'm not exactly sure what the rules are, but I'm willing to hazard a guess that a captive-bred black rat won't give them too much apoplexy.
You can expect to pay $100 CDN or more for an aquarium with a locking screen lid. Keep in mind that you may have to replace the snake's cage over the course of its life (which can exceed 20 years), since it starts out as a foot-long hatchling and can end up over eight feet long. A cage big enough for an adult is far too big for a hatchling; you will have to change cages, possibly more than once.
I'll leave feeding, temperature, cage sizes, cage equipment, etc., for another time. Ask if you need this information.
