we keep our coxi pretty humid, on a substrate of damp bed a beast, with a separate dish of damp sphagnum as well (misted daily). they can dry out quite easily, and this may be the problem you are having.
another thing to consider, if you have a single bad shed, with a lot of stuck shed, the animals will often cycle through another shed in an attempt to get off the first shed, and this can lead to a repetitive problem.
as for soaking, we use it for the snakes when they have bad sheds, but they will very rarely do it on their own, and you have to set up a soaking container for them, with just the water, but being sure that it isn't too deep so that nothing drowns.
